Knowing the perils and long-term impacts of out-of-home placement, it is
incumbent upon us to reimagine how to respond to child abuse and
neglect. We can work to redesign the child welfare system, but the truth
is, we probably can’t do better than the child welfare system already
exists-it’s called the family. When families struggle, as all families
do from time to time, our current approach often involves punishing
parents and disconnecting children. Instead, what if we began to ask,
<i>“What would it take to keep this family safely together?”</i> Dr. Amelia
Franck Meyer and her team at <a href="https://www.aliainnovations.org/" target="_blank">Alia</a> are working with trailblazing systems
to test innovative concepts such as “no out-of-family placements,” even
when out-of-home placements may be necessary.<br />

In our pre-recorded video we explored five questions your team must discuss if you want to serve in-home families. Two of the questions are:<br />
<ul>
<li>What is the role of the Court - including judges and attorneys?</li>
<li>How will you align your efforts with CWS priorities? </li>
</ul>
Your team should become familiar with <a href="https://library.childwelfare.gov/cwig/ws/cwmd/docs/cb_web/SearchForm" target="_blank">your state's Child and Family Services Reviews (CSFRs). </a>These periodic reviews of state child welfare systems are conducted by the Children's Bureau to ensure that states are adhering to federal requirements, determine what is happening to children and families as they are engaged in child welfare services, and assist states in helping children and families achieve positive outcomes. <br />

The document published by the Capacity Building Center for Courts entitled - <a href="https://library.childwelfare.gov/cwig/ws/library/docs/capacity/Blob/105476.pdf?r=1&rpp=10&upp=0&w=+NATIVE%28%27recno%3D105476%27%29&m=1" target="_blank">Child and Family Services Reviews: How Judges, Court Administrators and Attorneys Should Be Involved </a>- may be a helpful reference as you think about the role of the Court in your alignment efforts with the local CWS agency. This paper provides:<br />
<ul>
<li>An introduction to CFSRs</li>
<li>An explanation of why CFSRs are important to maintaining the momentum of court improvement efforts; and</li>
<li>Specific suggestions for how courts can become involved in CFSRs</li>
</ul>
The paper concludes: "The goal of the CFSR process is to facilitate a deeper understanding of the strengths and needs of the entire child welfare system, not just within the designated child welfare agency. Courts, legal representatives, and agencies all have a tremendous impact on how children and families experience the CWS and whether or not they benefit from the experience. It is, therefore, essential that courts and agencies share the responsibility for understanding their system's effectiveness and work collaboratively to make improvements where needed. The CFSR provides that opportunity and the impetus to engage in more effective problem solving than either the courts or agencies may be able to accomplish in isolation." <br />

The National Resource Center for In-Home Services (NRC In-Home) provides technical assistance and expertise to child welfare workers, States, and Tribes to help ensure the well-being of children and youth in their homes and avoid their placement or reentry into foster care. In an effort to provide information on supports for drug-affected families, NRC In-Home recently developed a list of programs that provide in-home services to families that are dealing with substance abuse issues. The programs are organized into categories according to their service delivery approaches. <br />
<br />
Some of the featured programs focus on prevention and treatment for pregnant women or new mothers with substance abuse issues, families with substance-affected infants, and other high-risk pregnant women. Other programs have substance abuse specialists available to work with families and provide expertise to caseworkers. The list also points to training available through the National Center for Substance Abuse and Child Welfare that can be used by States and Tribes to help child welfare workers better support families affected by substance abuse. With the recent passage of the Family First Services and Prevention Act, which allow states to spend foster care dollars on prevention services to keep families out of the foster care system, Family Treatment Courts (FTC) across this nation have the opportunity to align itself with state and local efforts to keep families together. Achieving this vision will require strong partnerships, visionary leadership and a family-focused approach that builds on family strengths to protect and care for their children. This Café Conversation will explore five key questions FTC teams must consider when planning to serve intact families. <br />

Even if you are not part of an FTC, these discussions will highlight key values and core elements that are essential for serving the in-home population and keeping families together, including the importance of engaging parent attorneys, ensuring timely access to treatment, identifying protective factors when assessing parental capacity and child risk and safety, communication between partner agencies, and safety planning. This Café Conversation will highlight various practice innovations, including jurisdictions who implement a pre-file model which serves families prior to the filing of petition and developing Plans of Safe Care for mothers and their infants as required by the Child Abuse Prevention and Treatment Act. <br />

The Learning Academy is offering numerous technical assistance and training resources for this topic. First, a pre-recorded video presentation (30 minute duration) will be released in advance. Whether it's conducting a focus group of parents as a action step, or sharing their view points and perspectives, their voices are always powerful and persuasive. They breathe life into our content and remind us and our audience why we do this work. That's why I love <a href="http://www.risemagazine.org/" rel="nofollow noreferrer" target="_blank" title="http://www.risemagazine.org/">RISE Magazine</a> which is written by parents for parents involved in CWS and the <a href="https://www.removedfilm.com/" rel="nofollow noreferrer" target="_blank" title="https://www.removedfilm.com/">Removed short film series</a>, which provides us a glimpse of what foster care looks like from a child's perspective. There are three of them and all of them are powerful. Here's #3 - Love is Never Wasted. We don't see the hard work of <a href="http://www.qpiflorida.org/coParenting.html" target="_blank">co-parenting</a>, but we do get a glimpse of a young boy caught in between two worlds and two mothers. All removal is a loss (and traumatic); but when foster care is done well (always messy - love always is), children gain another family who loves them. </span><br />

those working in family treatment courts (FTCs), this conference track is open
to anyone who wants to learn how to serve children and families in any drug

and child well-being can only be achieved in the context of family

Birth parent engagement is an important
part of the Quality Parenting Initiative. By engaging birth parents in
QPI, we gain a perspective on how the system is working for
system-involved families, what is working to help those families
succeed, and what is getting in the way of their success. QPI sites
around the country are engaging birth parents in different ways in the
QPI process and gaining that important perspective. This webcast will
use interactive technologies to allow participants to share with each
other the effective strategies they are using to engage birth parents,
the valuable insights they are gaining from hearing from birth parents,
and the ways they are adapting practices in response to that birth
parent feedback. Panelists will present their information and then sites
around the country will have a chance to share their strategies and ask
questions of each other. This webcast is particularly geared to site
leaders who want to share their effective birth parent engagement
practices and who want to learn more about how to engage birth parents
in QPI. But everyone is welcome to participate!</div>

<a href="http://www.qpi4kids.org/" target="_blank">The Quality Parenting Initiative (QPI)</a> is a systems-change approach to developing partnerships between foster parents and agencies to make the culture, policy and practice changes necessary to focus child welfare systems on excellent foster parenting, since it is the most important intervention for children in foster care. QPI helps agencies and foster parents articulate what each expects of the other and build consensus on what makes for quality caregiving. QPI provides practical, web-based tools and resources to build foster parent knowledge and skills. “We need to promise prospective foster parents and the community in general that foster parents will be respected, well trained, skilled partners in providing high-quality parenting,” says Carole Shauffer of the Youth Law Center, which developed QPI with several child welfare agencies and stakeholders. QPI also focuses on equipping foster parents with more in-depth knowledge about child development to help children thrive and meet key developmental milestones. QPI is used statewide in California, Florida, Illinois, Louisiana and Nevada and is being implemented in several local jurisdictions, including Milwaukee, Cleveland, Fort Worth and Philadelphia.<br />

Casey Foundation is the report - <a href="https://www.aecf.org/resources/a-movement-to-transform-foster-parenting/" target="_blank">A Movement to Transform Foster Parenting (November 2016). </a>This report explores ways for public agencies to ensure that children receive the care they need by enlisting more volunteers to step forward as foster parents and by encouraging the extraordinary individuals who have already answered the call to continue their commitment to care. The report identifies three major themes for engaging and empowering foster parents: ensuring quality caregiving for children; forging strong relationships; and, finding and keeping more amazing caregivers.<br />

Just as children in foster care have lived through trauma, many of their parents also have histories of childhood or adult trauma themselves: physical abuse, sexual abuse, domestic violence, serious<br />
accidents, and community violence —along with the experience of having their children removed from their care. Parents’ past or present trauma can make it difficult for them to work effectively with case workers and resource parents toward reunification. Even if the parent’s personal history of trauma are not fully known, recognizing that trauma may have played a role in their lives will help resource parents more effectively support the entire family. These trauma-informed<br />
strategies when working with birth parents include: <br />
<ul><li>Understanding that parents’ anger, fear, resentment, or avoidance may be a reaction to their traumatic experiences—rather than to the child or to you—can help you not to take these reactions personally.</li>
<li>Remember that parents who have experienced trauma are not “bad,” and that blaming or judging them will more likely make the situation worse rather than motivating them to change.</li>
<li>You can show birth parents that you genuinely care by complimenting their efforts to keep their child safe. Support them in their role as parents by asking for suggestions on how to care for their child. When differences of opinion in parenting beliefs and practices arise, understand that birth parents may be reacting to feelings of fear, inadequacy, or losing control; keep the conversation focused on the child to keep disagreements from becoming personal.</li>
<li>Model direct and honest communication when interacting with birth parents. Share your observations (instead of opinions) when presenting information that may be hard to handle. Similarly, be aware of and openly acknowledge your own mistakes.</li>
<li>You will want to establish clear boundaries and expectations with birth parents and caseworkers—particularly if you are a kinship provider who is both a foster parent and a relative of the birth parents. Be consistent and, when you make a commitment, follow it through. Work hard to come to agreement, rather than staying stuck on being “right” or trying to “win.”</li>
<li>Remember that visits, court he arings, and case conferences are difficult for birth parents and children. Work with birth parents to set a routine for these encounters: decide together how to handle meetings, say goodbye, schedule phone contacts, and so forth. Tell birth parents and caseworkers about any event that might affect the quality of the meeting (e.g., the child had a tough day at school, didn’t sleep well the night before, is coming down with a cold).</li>
<li>Check your voice tone, body language, an d eye contact during stressful situations; if you stay calm, even-toned and neutral, you’ll be less likely to generate arguments. If not a kinship provider, always ask the birth parent how they would like to be addressed—this conveys respect.</li>
<li>Remember that things will not alw ays go smoothly, even if you are trying as hard as you can. Work towards mutual trust, while keeping in mind that it may take some time.</li>
